ME to make administrative pre-announcement on revised notice on the safety and labelling standards for products of risk concerns


▷ The Ministry of Environment will strengthen the safety standards for chemical products by banning any use of CMIT/MIT in all spray-type products and air fresheners.

▷ All components of biocides and hazardous chemicals should be labelled. Ironing aid, printing ink and toner as well as algicide are newly designated as chemical products of risk concerns.

The Ministry of Environment (Minister Cho Kyeung Kyu) will make a pre-announcement on the revision of “Public Notice on Designation of Products of Risk Concerns and Safety and Labeling Standards (hereinafter referred to as “Notice”) for 20 days from October 7. The revision aims at reinforcing the safety management of household chemical products.

The key points of revision are to improve the safety standards by banning the use of CMIT/MIT* contained in all spray-type products and air fresheners posing a potential risk of respiratory system damages, and to label all components of biocides and hazardous chemicals.

The Ministry of Environment (ME) designated eight types of household chemical product as product of risk concerns, including air freshener and deodorizing agent, that the remit was transferred from the Ministry of Trade, Industry & Energy in April 2015. In addition, ME designated seven types of household chemical product as product of risk concerns, including disinfectant and preservative, which had not controlled at the national level. Since then, ME has toughen the safety management on the above 15 types of chemical products.

Since May 2015, ME conducted a study with a view to establish a safety standard for spray-type products as this type of product is one of the above 15 types. Spray-type product causes concerns as its harmful substances might be exposed to human through inhalation route. ME carried out investigation and evaluation to set up management standards for non-controlled household chemical products.

The revision was drafted by considering the study results, deliberation of the Chemical Substances Evaluation Committee (July 2016) under the Act on Registration and Evaluation, etc. of Chemical Substances, and various opinions of stakeholders.

More details about the revision are available at ME’s website (www.me.go.kr). The Public Notice will be finalized and go into effect, after collecting wide-ranging opinions of stakeholders and the public, and going through regulatory examination during the period of administrative pre-announcement.

ME will spare no effort to conduct risk assessments and investigations on harmful chemical products, and enhance the safety standards so as to address the public concerns over household chemical products.
